The baptism in the Holy Spirit is an awakening of the spiritual graces already received at baptism and Confirmation. The recipient simply asks God to bring to life this power of the Holy Spirit. God won't force Himself on anyone. We need to personally make this request. But we also need to start living a Spirit-filled life: repentence of sin, familiarity with Scripture, regular prayer, and living a life of holiness. This becomes easier with the fellowhip of others who have had this experience. A good place for this fellowship, at least initially, is a Catholic charismatic prayer meeting. It's also helpful to make a Life in the Spirit Seminar.
At a charismatic prayer meeting and a Life in the Spirit Seminar you can learn about the gifts of the Holy Spirit. In addition to the gifts of Isaiah 11:2-3 that we're often taught in Confirmation class, there's also the charismatic gifts that St. Paul mentions. In Romans 12:6-8 there's the gifts of prophecy, serving, teaching, encouragement, giving, leadeship and mercy. In 1 Corinthians 12:8-10 we have wisdom, knowledge, faith, healing, miracles, the discernment of spirits, tongues and the interpretation of tongues. In Ephesians 4:11 he lists the gifts of apostles, evangelists, and pastors. These aren't all the gifts of the Holy Spirit there are, just those Paul saw active in his day. Indeed, God can invent a gift at a moment's notice. What is more important than the gifts, though, is the awareness of God's love and a deepened love for God.

In an address Pope Francis gave to leaders of the Catholic Charismatic Renewal on June 8, 2019, he said
"You asked me to tell you what the Pope and the Church expect from...the entire Charismatic Renewal...I expect this movement... to share baptism in the Holy Spirit with everyone in the Church. It is the grace you have received. Share it! Don't keep it to yourselves! We should be following his advice and encouraging others to do likewise!
